Docket No. 50-255 Covert, MI UNPLANNED AIRBORNE RADIOACTIVITY RELEASE On Thursday, October 23, 1980, an unplanned gaseous release occurred over a one-hour period beginning about 8:00 p.m. (EDT).
The release occurred while sluicing fuel pool demineralizer resins to the spent resin storage tank.
Preliminary analyses indicate the release rate was less than 0.1% of the Technical Specification instantaneous release rate limit.
Air is used to fluff the resins to eliminate crusting before sluicing.
These operations got water and gas into the Dirty Equipment Drain Tank (T-80), which overpressurized.
The gas relieved to the Waste Gas Surge Tank (T-67), which also overpressurized.
The gas relieved to the vent header downstream of the Waste Gas Monitor (RIA-1113), which went offscale, and to the stack.
The stack gas monitor (RIA-2319) set to monitor the 80 keV peak of xenon-133 increased from its background reading of 60 cpm to about 240 cpm (alarm set point is 870 cpm) before returning to normal background.
This matter is being followed by the Resident Inspector, and will be reviewed in further detail during a future routine inspection by a radiation specialist.
A red phone notification was made by the licensee.
Region III received notifica-tion of this occurrence by telephone from the Headquarters Watch Officer at about 8:40 p.m. (CDT).
Updated information was obtained from the licensee at 9:15 a.m.
(CDT) October 24, 1980.

The State of Michigan and the USEPA are being informed.
The licensee is unde-cided regarding issuance of a press release.
No press release is planned by the NRC.
