Subject:
MINOR OIL FIRE IN REACTOR CONTAINMENT' At 12:01 a.m. on October 5,1980, the licensee reduced power to 50% (480 M'Je) to perform Main Steamline Isolation Valve (MSIV) stroke time testing required by the technical specifications. It was determined that 3 of the 8 valves required closure time adjustments.
The containment was de-inerted and maintenance personnel were sent into the drywell to perform the required adjustments to the oil dashpot throttle valves which control valve closure time.
The valves were operated with their throttle valve protective caps removed, which allowed oil to leak past the packing and spray onto the hot main stream lines, thus causing small oil fires. The fires were extinguished using portable CO2 extinguishers. No equipment damage or personnel injury resulted. No notifications were made, or assistance required from off-site fire departments. The licensee manually scramed the unit as a precautionary measure. All syste=s functioned as required. The licensee is pursuing the use of flammable oil with the valve vendor. The timing adjustments for the MSIVs were successfully completed.
The licensee notified the Senior Resident Inspector and IE:HQ (via the ENS) at approximately 2:00 p.m., October 5, 1980. Neither the licensee nor Region III (Chicago) are planning a press release. The State of Illinois is being notified.
The NRC resident inspectors have reviewed the details of this event and the licensee's actions / plans in accordance with program requirements; this review is continuing.
The unit is presently being started up and will probably be on line this morning.
Unit 1 was shut down throughout this event for a refueling outage, m
