Facility: Wisconsin Electric Power Company Point Beach - Unit #2 (Docket No. 50-301)

Two Creeks, WI Subj ect: REDUCTION IN CAPABILITY OF EMERGENCY CORE COOLING SYSTEMS At 7:30 a.m. on June 19, 1980, the licensee discovered that during a routine surveillance test of the RHR system performed at 2:00 a.m.

the same date, the capability to provide low head injection in the event of a loss of AC power was lost for a short period of time (1-2 minutes). The Unit was operating at 100%

power during performance of the test.

During the test the 3D diesel which powers the "A" train of RRR on loss of AC power was unavailable due to routine maintenance, therefore, the "A" train of RHR was inoperable. The test was done on the "B" train of RHR and involved cycling of the RHR valves. When valve 856B was closed (suction to the "B" RHR pump from the RWST) low head injection capability was lost f or 1-2 minutes since both RHR trains were inoperable (for the loss of AC power event).

The resident inspection staf f is following this event and a similar event (refer to PNO-III-80-114) closely. Appropriate enforcement action is under review.

The licensee's plans regarding a news release are unknown. Region III does not plan to make a news release at this time.

The State of Wisconsin is being notified.

The _ licensee notified the NRC IRC at 7:55 a.m., June 19, 1980 and-the Region III office at e:05 a.m., June 19, 1980. Additional information was. ob.tained from the resident inspection staf f, and this information is current as of 1:15 p.m.
