"ptember 30, 1999 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-99-039 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff in Atlanta, Georgia on this date.

Notification of Unusual Event Robinson 2 X Alert Hartsville,South Carolina Site Area Emergency Dockets: 50-261 General Emergency Not Applicable

Subject:

TORNADO SIGHTING WITHIN PROTECTED AREA At 8:39 p.m., on September 29, 1999, a tornado passed through the protected area. The licensee declared an Alert at 8:49 p.m. There were no injuries and the plant experienced-minor damage to non-power block, support facilities and several vehicles. Tenting material from the tu:.bine deck was reported blown on the control room roof. No damage to the control room envelope occurred as verified by a pressurization test.

Of:!site power remained available and no fission product barriers were af-ected.

The unit is currently in Cold Shutdown for a refueling outage which began on September 24, 1999.

As part of the normal outage plans, a licensee management team was at the site. Preparations for reactor vessel head li::t were in progress at the time of the event.

The unit was on shutdown cooling which was not affected by the event. Both residual heat removal (RHR) pumps lere operable and 'A' RHR pump was in service.

The A emergency diesel generator and dedicated shutdown diesel generator were operable.

The 'B' emergency diesel generator was available with manual actions necessary for start-up due to replacement of the 'B' station battery. The NRC resident inspector was onsite during the event.

The licensee notified the State of South Carolina and Darlington, Lee, and Chesterfield counties. The NRC Operations Officer notified the Department of Energy, Environmental Protection Agency, Department of Agriculture, Department of Health and Human Services, and Federal Emergency Management Agency.

The Alert was terminated at 10:03 p.m., on September 29, 1999.

A followup notification was made on plant status at 10:40 p.m. The licensee issued a press release.

Region II received initial notification of the occurrence by telephone from the headquarters operations officer at approximately 9:15 p.m. The information is current as of 9:00 a.m., on September 30, 1999.
