FARLEY UNITS 1 AND 2 NOUE DECLARED DUE TO HIGH RIVER LEVEL On. March 8, 1998, at 2200 CST, Southern Nuclear Operating Company declared a NOUE due to high river level and subsequent flooding which has prevented normal access to the river water intake structure.
The licensee has boats available to provide plant personnel access to the rivsr water intake structure.
The service Water pond is unaffected and both units continue to operate at 100%.
The licensee has established i
ccnotant communications with Early County, GA, and Houston County, AL. As j
of Mnrch 9, 1998 at 1300 CST, river level was 115'7" and rising, Flooding I
of the river water intake structure occurs at 128'.
The Region has been in contact with FEMA IV Officials, who in turn L discussed the flooding concerns with officials of the States of Alabama l
and Georgia.
Some of the evacuation routes in Houston County, Alabama, l
are closed to routine traffic flow, however in the event that an I
cvacuation was necessary they are passable and would be utilized. FEMA IV b311cves that there is reasonable assurance that the Alabama and Georgia Radiological Emergency Response Plans can and will be implemented in the cvcut of an emergency in a manner to protect public health and safety.
FEMA IV has no_ concerns with the continued operation of the plant at this i
