April 19, 2011 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE - PNO-II-11-002B This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

UPDATE - NOTIFICATION OF UNUSUAL EVENT DUE TO LOSS OF OFFSITE POWER At 7:48 p.m. on April 16, 2011, NRC entered the Monitoring Mode due to the Surry Power Station Units 1 and 2 declaring a Notification of Unusual Event (NOUE) at 6:55 p.m. The emergency was declared due to a loss of all offsite alternating current (AC) power to the emergency busses for greater than 15 minutes. The loss of offsite power, which was due to damage from a possible tornado onsite, caused both plants to automatically shut down.

The licensee has placed both units in cold shutdown and restored two independent offsite power supplies to the emergency busses. Due to the restoration of a reliable offsite power source, the licensee exited the NOUE at 7:45 a.m. on April 19, 2011. The NRC has closely monitored these activities, including direct onsite observation. The NRC exited Monitoring Mode at 8:15 a.m. for this incident.
