August 16, 2002 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-02-024B This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

TENTATIVE LABOR AGREEMENT TO END STRIKE AT NORTH ANNA AND SURRY On August 15, 2002, Virginia Electric and Power Company (VEPCO) and the International Brotherhood of Electrical Workers signed a tentative labor agreement to end the 13-day walkout by utility workers. At the North Anna and Surry Power Stations, the transition from the replacement operating shifts and the returning licensed reactor and non-licensed plant operators is scheduled to begin tonight and continue into mid-next week. Electrical and mechanical craft personnel will return to their normal work schedules. To help ensure a smooth integration of returning workers into plant operations, VEPCO plans to meet with workers at each site and maintain management oversight of shift operations.

Final action on the negotiated contract is expected to take approximately three weeks. Resumption of the walkout could occur if the contract is rejected by the union membership.

The resident inspectors will implement inspection procedure Resumption of Normal Operations After A Strike. The additional inspections will focus on the shift turnovers which transition returning workers into their normal operating crews.

Region II received initial notification of this occurrence by telephone from VEPCO management on August 15, 2002. This information presented herein has been discussed with the licensee/State and is current as of 11:00 a. m., on August 16, 2002.
