September 10, 2007 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-07-010 This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

Special Inspection To Review Charging Pump Oil Coolers On September 4, during routine maintenance on the Unit 2 Train B centrifugal charging pump, the licensee determined that the bearing oil cooler reversing endbell was rotated 45 degrees. This resulted in decreased service water flow through the cooler and had an adverse effect on bearing oil cooling. There are two oil coolers on each centrifugal charging pump, a bearing oil cooler and a speed reducer oil cooler. The licensee corrected the orientation of the reversing endbell.
The licensee inspected other pumps with similar oil coolers and found that both Unit 1 centrifugal charging pumps had oil coolers with reversing endbells rotated 90 degrees. The Unit 1 Train A charging pump had only the speed reducer oil cooler reversing endbell rotated. The Unit 1 Train B charging pump had both the speed reducer and bearing oil cooler reversing endbells rotated. The licensee declared both trains of ECCS inoperable and entered TS 3.0.3. No power reduction was required and both pumps were returned to operable status before expiration of the allowed outage time. Similar oil coolers at Catawba Nuclear Station were assessed. The Unit 1 Train A, intermediate head safety injection pump bearing oil cooler was the only cooler found with this condition. This condition has been corrected.
Through the MD 8.3 process, Region II determined that the condition met both the deterministic and risk criteria to warrant a Special Inspection (SI) or Augmented Inspection Team (AIT). Because this condition has been corrected, and the likelihood that the actual risk will be less than the initially calculated risk, the staff determined that an SIT was warranted.
The NRC will send an SIT to McGuire Nuclear Station on September 11, 2007, to assess the circumstances surrounding the degraded coolers.
Region II received initial notification of this condition by telephone from the Resident Inspectors. This information presented herein has been discussed with the licensee and is current as of 4:00 pm, September 10, 2007.
