BEAVER VALLEY UNIT 2 SHUTDC nN GREATER THAN 72 HOURS At11:00 p.m. on December 16, 1997, Duquesne Light Company (DLC) initiated 1
a Unit 2 reactor shutdown in accordance with TS 3.0.3.
DLC has datcrmined that the control Room Emergency Air Cleanup and Pressurization Syctcm does not meet its design basis.
The cystem design may not meet tha cingl++ failure criteria.
Specifically, several conditions exist wh rcby upon failure of the emergency ventilation supply A train, the B train may not provide sufficient filtered air flow to meet design trcquirements.
The licensee discovered this during engineering followup o2 on anomaly identified by the' Operations staff during surveillance tcsting.
Preliminary reviews indicate that this is an original conctruction design deficiency.
During the shutdown, the licensee plans to address the Unit 2 design daficiency for the Control Room Emergency Air Cleanup and Pressurization Syrtem. This deficiency also has the potential to further delay the plcnned Unit 1 startup due to Unit 1 TS reliance on availability of one trcin of the Unit 2 system.
In addition, the licensee plans to replace thn Unit 2 B reactor coclant pump seal which has exhibited elevated first cttga seal leakoff, replace one or two high head safety injection (HHSI) pump recirculation line orifices as a corrective action to address gas cccumulation problems in the HHSI system, and correct wiring diccrepancien in the digital control rod posicion indication system.
The forcad outage is scheduled to last at least 12 days.
The contents of the PNO have been communicated to the Pennsylvania, Ohio cnd West. Virginia state governments.
