SALEM UNIT 2 RESTART Site Area Emergency General Emergency X Not Applicable Salem Unit 2 was shutdown in June 1995* to comply with technical specifications.
Salem.Unit 1 had been previously shutdown.
NRC Region I issued a Confirmatory Action Letter (CAL) which required licensee management to correct long-standing eqliipment reliability and operability issues, including corrective maintenance and operator workarounds.
Since that time, the licensee implemented a comprehensive restart plan
~hich provided corr¢ptive action for these areas, as well as improvements in the underlying sa~ety culture.
Concurrently, the NRC staff implemented the Restart Action Plan (RAP) per Inspection Manual Chapter 0350 to monitor Salem restart activities.
A restart panel, the Salem
~ssessment Panel, was formed to provide ongoing oversight.
Jver the past two years, *psE and G has made significant improvements to
?lant equipment, processes, and procedures.
The Salem Unit 1 and 2
~ontrol rooms have been combined to enhance command and control.
A
~umber of modifications have been implemented, including the installation
~f :an Advanced Digital Feedwater System and a water hammer prevention 3ystem for the Containment Fan Cooler Units.
The corrective action
~rogram has been improved and virtually all operator workarounds have been corrected.
The NRC Staff has completed inspections of restart 2ctivities which totaled 17,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />, while an additional 13,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />
~as expended in review of licensing matters.
An independent Restart
\\ssessment Team Inspection was completed in June 1997 and confirmed that idequate programs, processes, and procedures were in place to support restart of Salem Unit 2.
Based on the above, the June 1995 CAL was nodified to allow Salem Unit 2 Restart.
The approach to criticality is
~xpected to begin on August 7, 1997.
The NRC Region I inspectors will be
)bserving licensee on-site activity on all operating shifts during the ipproach to criticality and for several days afterwards. Additional Lnspections are planned to monitor the power ascension program.
