The information is as initially received without verification or evaluation, and is basically all that is known by Region I staff in King of Prussia, Pennsylvania on this date.

Subject:

REACTOR SHUTDOWNN DUE TO UNIDENTIFIED LEAKAGE IN EXCESS OF TS LIMITS On. August 4, 1997, at 5:45 a.m.,

Nine Mile Point Unit 2 received indication in the control room of increasing drywell pressure and containment radiation levels.

At 6:15 a.m., Unit 2 commenced a reactor shutdown due to drywell floor drain (DWFD) leak rate exceeding the Technical Specification limit of 5.0 gallons per minute (gpm) for unidentified leakage; the actual leak rate was 9.3 gpm.'t 7:14 a.m.,

the licensee manually scrammed the reactor from 60 percent power as part of the shutdown.

All control rods were verified inserted, and the plant responded as expected.

At 7:28 a.m.,

the Station Shift Supervisor (SSS) declared an Unusual Event (UE) based on DWFD leak rate approaching the Emergency Action Level of.10 gpm.

As reactor pressure was lowered, the leak rate decreased accordingly.

At 10:35 a.m.,

the SSS terminated the event based on the DWFD leak rate being about 4.0 gpm and decreasing.

The source of the leak is unknown; the licensee plans to make a drywell entry after the plant is in cold shutdown and the containment is deinerted.

NMPC estimates the outage will be four days in duration.

The resident inspectors were in the Unit 2 control room during the initial power decrease and continue to follow the NMP activities.

The licensee has issued a press release on the shutdown.

The State of New York has been informed.
