Not Applicable At about 9:30 a.m. on October 18, 1988 a hot particle was identified on a worker's left leg agout l!.z 11 above the ankle.
The worker had been loading plugs into a robotic tube plugging device located inside the No. 21 Steam Generator Cold Leg.
The worker's arm was extended into the generator during the operation.
The worker was wearing multiple layers of protective clothing including a oubble suit.
The part1cle was identified outside the protective clothing during a comprehensive frisk immediately after the worker exited the platform and prior to undressing.
The particle measured about 25 R/hr on contact and was estimated to have been located on the worker for about 10 minutes.
Licensee preliminary estimates indicate the particle was a fuel fragment and had a total activity in the millicurie range.
Preliminary skin dose estimates made by the licensee range between 10,and 80 rems to the skin as compared to the quarterly limit a..f_7.5 rem.
The licensee's best estimate of skin dose is about 12 rem.
The particle was believed to have been transfered to the worker during the plugging.
Further licensee dose calculations are ongoing including dose estimates to other portions of the body:
Comprehensive surveys of the platform did not identify any other particles. Steam Generator tube plugging work was completed without further incidents.
NRC Region I received notification of this event from the Headquarters Duty Officer at 4:30 p.m. on October 19, 1988.
NRC Region I staff is following licensee reviews.
A radiation specialist will be dispatched to the site to review the event.
Region I is prepared to respond to media inquiries.
The State of New Jersey has been notified.
