The purpose of this letter is to submit the dryer strain gauge limit curves required by License Condition 2.C. (36) (b) 1. The dryer strain gauge limit curves are required for Unit 1 operation up to 107% of CLTP and the main steam line limit curves are required above 107% of CLTP. The Unit 1 main steam line limit curves will be provided prior to Unit 1 operation above 107% of CLTP.

License Condition 2.C. (36) (b) 1 requires:

"PPL shall provide to the NRC, the as-built dryer stress reconciliation and load limit curves 45 days before operation above 3489 MWt."

Reference 1 submitted the "as-built dryer stress reconciliation". Attachment 1 to this correspondence contains the dryer strain gauge load limit curves. Based on these submittals, this License Condition is considered met for Unit 1 operation up to 107% of CLTP.

In addition, License Condition 2.C. (36) (b) 8 requires:

"PPL shall submit flow-induced vibration related portions of the CPPU startup test procedure to the NRC, including methodology for updating the limit curve, before initial power ascension above 3489 MWt."

Document Control Desk PLA-6332 Pursuant to this License Condition, Attachment 1 to this correspondence contains the description of the methodology that will be used to update the limit curves. The Constant Pressure Power Uprate startup test procedure will be provided in a subsequent submittal. contains GE-Hitachi Nuclear Energy Americas, LLC (GEH) proprietary information. As such, GEH requests that the proprietary information be withheld from public disclosure in accordance with 10 CFR 2.390 (a) 4 and 9.17 (a) 4. Attachment 2 contains the non-proprietary version of the information contained in Attachment 1. contains an affidavit supporting the GEH request for withholding from public disclosure.

The submittal was discussed in a teleconference on February 19, 2009 between Michael Crowthers (PPL) and the Rich Guzman (NRC).
