Dear Ms. Adensam:

Our February 10, 1986 letter (PLA-2596) requested amendments, in the form of technical specification changes, to Operating Licenses NPF-14 and NPF-22.

This request modified the Technical Specifications to reflect the incorporation of a fifth diesel generator into the Susquehanna SES design.

The purpose of this letter is to transmit the ' Design Description Report' which provides an overview of the fifth diesel generator project in terms of design approach, physical description, mechanical equipment design, structural design, electrical design, and instrumentation & controls. This report also provides a brief description of the system tie-ins, the codes, standards, and regulations applicable to the diesel generator E facility; and the seismic analysis procedures and models for the

'E' building. Under separate cover we are also providing copies of the drawings listed in Appendix A of the Report.

The intent of this document is to provide information to assist the NRC when reviewing our proposed Technical Specifications changes in PLA-2596.
