RESPONSE T0-NOTICE OF VIOLATION Violation (387/84-09-01)
Technical Specification 6.8 requires that the licensee establish, implement and maintain procedures to carry out an effective quality assurance program, a.
Procedure No. NTI-QA-3310A, "Radwaste Worker Training," developed pursuant to the above, states in the Terminal Unit objective:
"Upon completion of this unit the student should be able to demonstrate an understanding of Department of Transportation (D.O.T.) Procedure. This will be assessed by obtaining a minimum score of 70% on the unit exam."
Contrary to the above, a Quality Control Inspector received the Radwaste Worker Training during March 1983, however, he did not demonstrate an understanding of the training by taking the examination upon completion of the unit. The inspector was one of several employees who were not required to take the examination.
b.
Section 7.6 of Procedure No. QCP-10. " Training, Qualification and Certification of Inspection, Examination and Testing Personnel," developed pursuant to the above, stated "A Certificate of Qualification QC 8-10-1, shall be issued to each qualified individual.
This certification shall indicate the specific level of capability,_ Level I, Level II and Level-III, and the specific function for which the individual is certified.
Specific functions / disciplines a person may be certified in are as follows:
General Mechanical Electrical I&C Radwaste Receipt Inspection."
Contrary to the above, a Quality Control Inspector performed inspections involving transportation activities and was not certified in the Radwaste function.
Response
(1) Corrective steps which have been taken and the results achieved:
The records upon which the NRC Inspector based his inspection were-a.
incomplete. Based upon backup data, in the form of test results and

attendance sheets, training records have been revised,to indicate-that the QC inspectors had taken and passed the required examinations.~

" General" discipline ~as allowed by QCP #10.- The inspector, as well~
as all QC inspectors involved in radwaste activities have been l.

- (2) Corrective steps.which have been or will be taken to avoid further
' violations:
a.
Training records have been corrected to properly indicate completion of required training, therefore the inspection activitie-37 the QC inspector are valid.;

b.
To preclude recurrence of this violation the responsible QC supervisor will, insure any Quality Control personnel assigned to radwaste activities are certified in the Radwaste function.
(3) Date of Full. Compliance:
In accordance with the above statements, PP&L is now in full compliance.
