1.0 Purpose This guideline provides specific details beyond ETQS Standard 7111.0 detailing how Emergency Response Organization (ERO) Training is implemented and administered at Oconee Nuclear Station.
2.0 Scope This training guide applies to all Oconee Nuclear Station employees who are members of the Emergency Response Organization. Offsite Agency training is addressed in Section 6.0 and Enclosure 7.10.

5.0 Program! Description - Site Training 5.1 Emergency Preparedness will identify to Division Management new positions that need to be filled in the Emergency Response Organization. Division Management will be responsible for replacing individuals who rotate off the Emergency Response
- Organization per NSD 117. It is the responsibility of Division Management to identify individuals to the ERO Contact who are to be assigned/deleted to the Emergency Response Organization.
ERO Contacts, listed on Enclosure 7.1, will schedule and verify training for designated ERO members.
5.2 The "Emergency Response Organization Listing" report reflects LMS data. This report is updated by the Training Group, as directed by EP when changes to the emergency response organization are needed. This database lists all qualified ERO members, drill participation, and continuing training requirements, with course completion dates. ERO Contacts can. run the "Emergency Response Organization Listing" report as needed from Nuclear LMS reports. This report is also available from the Emergency Preparedness Share Point.

5.3 The ERO Contact is responsible for the following:
ERTG-001 Rev.28 Using the Emergency Preparedness Training Matrix to determine the course(s) required for each ERO position staffed by the division (Drill Participation - HS0537, SAMG Drill Participation - HS0556, B.5.b, etc.).
Scheduling employees to attend required training Verifying initial training has been completed and entered in the LMS Database Ensuring that Enclosure 7.2 or electronic ADD/DELETE form is submitted to Emergency Preparedness upon successful completion of training Submitting Enclosure 7.2 or electronic ADD/DELETE form to Emergency Preparedness to remove individuals from the ERO Listing At least monthly, verifying that training is current for each ERO member in their division Securing training for individuals whose training is about to expire Note: The 1above referenced "add/delete" forms can be accessed through the Emergency Preparedness Sharepoint.
5.4 Applicable Emergency Preparedness Training lnstructor(s) are responsible for scheduling and publishing classes arid notifying Division Schedulers and ERO Contacts as applicable. They are also responsible for developing and delivering emergency response training and notifying the ERO Contact once training is completed.
5.5 Training goals of one hundred (100) percent of the primary designated ONS ERO members and ninety (90) percent of the alternates will be used as criteria for training accomplishment.
5.6 General Training (Plant Access Training and Fitness For Duty),
initial training and continuing training for ERO members will be developed and delivered in accordance with ETQS standards to meet the desired results of the line organization.
- 5. 7 Drill participation is one of the methods for ensuring that ERO personnel remain qualified for their position as identified on the ERO Training Matrix. Drills are training oriented and used for developing, testing, and proving skills.
5.8 Positions identified on the NRC Performance Indicator List will participate in a drill prior to being placed on the Emergency Response Organization List (qualified list). It is desired that participation take place under the purview of a mentor. Personnel 3
ERTG-001 Rev. 28 who only observe a drill WILL NOT get credit for drill participation.
Credit for drill participation will be HS0537.
5.9 ERO members on the NRG Performance Indicator List who are already ERO qualified, may participate in a drill as a mentor, coach, evaluator, or controller, but not as an observer. Multiple assignees to a given key ERO position could take credit for the same drill if their participation is a meaningful and thorough opportunity to gain proficiency in the assigned position. Credit for drill participation will be HS0537.
5.10 Evaluated simulator training evolutions (Cold Crew Evaluations and Annual NRG Exams) that contribute to the Drill/Exercise Performance Indicator Statistics, could be considered key ERO member participation, and may be used for this indicator. Drill participation (HS0537) may also be given for these evaluations.
5.11 ERO members in primary positions not on the NRG Performance Indicator List, should observe a drill prior to being placed on the Emergency Response Organization List. Credit for drill observation will be HS0537. Personnel log sheets list specific ERO positions where performers sign for the job implemented during the ddll.
Personnel who log in as Observers WILL NOT get credit for Drill Participation.
5.12 ERO members attending Tabletop Drills will only receive credit for the tabletop drill (course HS0538). Tabletop drill attendance does not qualify for drill observation or participation (course HS0537).
5.13 Emergency Response Continuing Training is required on an annual basis (plus or minus three months) except as noted on the Emergency Response Training Course Description (Enclosure 7.3) list. When testing is required, a passing score of 80% is required.
5.14 Emergency Response Procedures under the purview of Emergency Preparedness which have been revised, will be reviewed by Emergency Preparedness for training implications. If training is required, Emergency Preparedness and the Training Instructor will determine the audience and the training content.
Training will be provided prior to procedure implementation for procedure changes which have a major impact on the performance of the job as determined by Emergency Preparedness.
5.15 Notices of terminations should be made to the site Emergency Preparedness Section for personnel who are terminating or transferring to another site so they can be removed from the ERO 4

Listing. The ERO Contact should forward Enclosure 7.2 or electronic ADD/DELETE form to Emergency Planning.
ERTG-001 Rev.28 5.16 Only personnel having a valid, Duke Security Badge will be allowed to pass through the security gates during an emergency event.
5.17 Fire Brigade, HAZMAT and MERT training and qualifications are tracked separately from the ERO Listing. All Training Content Summary forms and training attendance sheets will be forwarded by the responsible instructor to the Training Division for data entry.
5.18 Fire Brigade training and drill participation is administered and conducted in accordance with procedure AD-EG-ALL-1530 "Fire Brigade Training."
5.19 The Fire Brigade Annual Practical Training is scheduled through the Operations Training Section with concurrence by the Site Fire Marshal The Training Division Fire Brigade/Haz Mat Instructor is responsible for conducting the training.
5.20 Unannounced fire drills are planned, scheduled and conducted by the Site Fire Marshal or his designee The Operations Shift Manager reviews the schedule for concurrence.
5.21 HAZMAT training is scheduled and conducted by the Training Division Fire Brigade/Haz Mat Instructor.
5.22 Security schedules MERT training. The Security Group is responsible for conducting or obtaining qualified non-Duke training services to teach MERT training..
5.23 Severe Accident Management Guideline (SAMG) training will be provided to those positions identified on the training matrix. Initial and continuing SAMG training may be accomplished either through formal classroom training or by completing the SAMG CBT per the training matrix.
Qualified OTC Operations Instructors will normally conduct formal classroom training. The Emergency Preparedness Instructor is responsible for coordination of these classes.
The Emergency Preparedness Instructor will administer the SAMG CBT training program.
The Emergency Preparedness Instructor is responsible for maintaining the SAMG CST to ensure that changes are incorporated. The Training Support Supervisor at Kings 5

ERTG-001 Rev. 28 Mountain Generation Services Facility is the contact for CST program revisions.
Revisions to SAMG CST may be identified through student feedback or other input from subject matter experts The ONS Operations Support Group SAMG SME (Senior Engineer) shall review and approve all proposed SAMG CST changes Operations Shift Manager and Control Room Staff are considered as SAMG "Implementers" and participate in SAMG drills (HS0556) as offered for their shift rotation schedule.
Shift Technical Advisors, who are considered as SAMG Evaluators, are required to participate in a SAMG drill (HS0556) once every five years.
5.24 Security Force personnel are trained in emergency response in accordance with applicable portions of the Duke Energy Nuclear Security and Contingency Plan, Security Procedures, and Security Training and Qualification Manual.
5.25 Security Officers complete initial emergency response training during the Basic Security Officer training. This training is documented in LMS (Learning Management System). No additional training is required other than Facility Specific training for positions as indicated on the OSC Training Matrix and PATFQ-N/RWTFQ-N conducted during annual GET.
5.26 Some Security personnel may be assigned specific responsibilities such as Security Liaison/Coordinator and JIC Access and Control.
These personnel will be trained annually in accordance with Security Training and Qualifications Manual and documented accordingly. These personnel will also participate in emergency response quarterly drills as indicated on the attached training matrix.
5.27 The Operations Training Group will teach applicable courses identified on the Control Room Training Matrix. Records of this training will be maintained in accordance with applicable ETQS standards.

6.0 Program Description - Offsite Agency Training ERTG-001 Rev.28 6.1 Training is provided to the agencies listed in the Emergency Plan that have an agreement with the Oconee Nuclear Site for their support in the event of a radiological emergency. Agencies and required frequency of training are listed on the Offsite Agency Training Matrix.
6.2 Records of training provided to offsite groups will be maintained by the Training Division.
6.3 Medical/Rescue support training will be coordinated through the Site Emergency Preparedness Manager and the Associate Administrator/Designee at Oconee Medical Center. Participants include Oconee Medical Center Emergency Room Staff, Oconee Medical Center Emergency Medical Services, and local physicians who have signed agreements to provide emergency medical service.
6.4 Fire - Rescue Agency support training is coordinated through the Site Fire Marshal with the chiefs of the designated volunteer fire departments. Training is offered to participating personnel from the county volunteer fire departments in Oconee and Pickens counties.
6.5 The Emergency Planning Contact from the Nuclear Regulatory Issues and Industry Affairs group or site Emergency Preparedness is responsible for coordinating and conducting annual Government Agency Training. This training is offered to all of the risk and host counties that support Oconee Nuclear Site as well as S. C.
Emergency Management Division, and the NRC and FEMA. The original training roster and training materials are submitted to the Oconee Training Support group for entry into the LMS database and storing in NEDL system. Oconee EP also submits copies of these records to South Carolina State EMO. (Reference PIP 0 00167) 6.6 Training for participating personnel from the Law Enforcement Agencies is provided by the Security Section at Oconee Nuclear Site. The site EP Training Instructor provides information concerning emergency preparedness for radiological incidents to those participants.
6.7 Offsite Agency participants who attend training session(s) will constitute the required emergency response training required by the Site Emergency Plan.

The new 5.19 will now read: Unannounced fire drills are planned, scheduled and conducted by the Site Fire marshal or his designee. The Operations Shift Manager reviews the schedule for concurrence.

A review of history shows that the SPOC Shift Supervisor Job had never been given an LMS Job code but the SPOC Maintenance & Craft Job (OCE204) was. These two jobs are being merged into one and will have the same training requirements. OCI507 will be removed from both as a training requirement since that course is no longer active. OCI507 addressed the Appendix R program which has been eliminated at ONS. However a new course is being added which will be delivered by Maintenance Training and is assigned to the Maintenance Backbone training schedule. That course is OCM1365 (AM/O/A/1300/059, Pump-Submersible-Emergency SSF Water Supply-Installation and Removal) and it will have a requal set to 2 years +6 months.
OC7157 will be removed from the Job and the course content will be contained in OC6792 to describe the FIN24 Supervisors role in initial startup of the OSC as they start out as the OSC Manager until the WC Duty Person arnves.
All references to "SPOC" have been revised to reflect "FIN24" There was also a "Maint Craft Tech" listed for the OSC with NO ERO Job Number. This line item will be removed as there was no Job number associated with it so no one was qualified to it.

A review of the Licensing Basis was completed and no reduction of effectiveness was identified.
RIS 2005-02, Clarifying the Process for Making Emergency Plan Changes, Rev. 1 states,
- 2) Emergency plan a) The document prepared and maintained by the licensee that identifies and describes the licensee's methods for maintaining emergency preparedness, and responding to emergencies. An emergency plan includes the plan as originally approved by the NRC, and all subsequent changes made by the licensee with, and without, prior NRC review and approval under 10 CFR 50.54(q).
i) The licensee's emergency plan consists of:
(1) The emergency plan as approved by the NRC via a Safety Evaluation Report (SE), or license amendment (LA) from the Office of Nuclear Reactor Regulation (NRR) or the Office of Federal and State Materials and Environmental Management Programs (FSME).
(2) Any subsequent changes to the emergency plan explicitly reviewed by the NRC through an SE, or LA from NRR or FSME, and found to meet the applicable regulations.
(3) Any subsequent changes made by the licensee without NRC review and approval after the licensee concluded that the change(s) do not constitute a decrease in effectiveness under 10 CFR 50.54(q).
The differences in ONS Emergency Plan, Revision 82-2, and the current revision of the ONS Emergency Plan have been determined to meet the regulatory requirements of the course of revisions. Each revision has been evaluated in the regulatory process has met the approval of the NRC during the inspection process.
The changes described in this evaluation do not reduce the effectiveness of the emergency plan.

10 CFR 50 Appendix E F. Training
- 1. The program to provide for: (a) The training of employees and exercising, by periodic drills, of emergency plans to ensure that employees of the licensee are familiar with their specific emergency response duties, and (b) The participation in the training and drills by other persons whose assistance may be needed in the event of a radiological emergency shall be described. This shall include a description of specialized initial training and periodic retraining programs to be provided to each of the following categories of emergency personnel:
- i. Directors and/or coordinators of the plant emergency organization; ii. Personnel responsible for accident assessment, including control room shift personnel; iii Radiological monitoring teams; iv.. Fire control teams (fire brigades);
- v. Repair and damage control teams; vi. *First aid and rescue teams; vii. Medical support personnel; viii. Licensee's headquarters support personnel; ix. Security personnel.
In addition, a radiological orientation training program shall be made available to local services personnel; e.g., local emergency services/Civil Defense, local law enforcement personnel, local news media persons.

A new course has been created by Maintenance Training to cover any related information that is still relevant applicable for Maintenance ERO personnel to receive and that is tracked under OCM1365-N..6 Page 1 of 3 There are two ERO Jobs listed on this page for the OSC: SPOC Shift Supervisor and SPOC Maintenance &
Craft. A review of history shows that the SPOC Shift Supervisor Job had never been given an LMS Job code but the SPOC Maintenance & Craft Job (OCE204) was. These two jobs are being merged Into one and will have the same training requirements. OCl507 will be removed from both as a training requirement since that course is no longer active. OCl507 addressed the Appendix R program which has been eliminated at ONS.
However a new course is being added which will be delivered by Maintenance Training and is assigned to the Maintenance Backbone training schedule. That course is OCM1365-N (AM/O/A/1300/059, Pump-Submersible-Emergency SSF Water Supply-Installation and Removal) and it will have a requal set to 2 years +6 months.
OC7157 will be removed from the Job and the course content is now contained In OC6792 to describe the FIN24 Supervisors role in initial startup of the OSC as they start out as the OSC Manager until the WC Duty Person arrives. This responsibility of the FIN24 Supervisor should be known by all of the Fin 24 Team as several on the team act as temoorary Supervisors in the absence of the permanent Supervisor. With this

Three ERO Jobs on Enclosure 7.6 Page 1 are being merged into one and will continue to be tracked using the only Job Number that was ever assigned into LMS or the ERTG-001. Those three jobs are 1. SPOC Shift Supervisor, 2.
SPOC Maint and Craft and 3. Maint Craft Tech. These jobs will now be tracked using OCE204. A new course has been created and will take the place of OCl507 which is OCM1365-N. This course will be taught by Maintenance Training and has been added to their backbone.
All references to SPOC have been revised to reflect FIN24 due to a simple name change.
