STATUS OF RECOMMENDATIONS: AUDIT OF NRCS OVERSIGHT OF SPENT FUEL POOLS (OIG-15-A-06)
REFERENCE:
DIRECTOR, OFFICE OF NUCLEAR REACTOR REGULATION (NRR), MEMORANDUM DATED MAY 16, 2021 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendation one, as discussed in the agencys response dated May 16, 2021.
Based on this response, recommendation one is now closed. In addition, recommendations two, three, and four were previously closed; therefore, all recommendations are now closed.

Audit Report AUDIT OF NRCS OVERSIGHT OF SPENT FUEL POOLS OIG-15-A-06 Status of Recommendations Recommendation 1:
Provide a generic regulatory solution for spent fuel pool criticality analysis by developing and issuing detailed licensee guidance along with the NRC internal procedures.
Agency Response Dated May 16, 2021:
Planned Action:
Upon a satisfactory conclusion to the U.S. Nuclear Regulatory Commissions (NRC) review of Nuclear Energy Institute report (NEI) 12-16, incorporate this detailed guidance into NRC internal processes through a regulatory guide (RG).
April 2021 Status Update:
Regulatory Guide 1.240, Fresh and Spent Fuel Pool Criticality Analyses, which endorses NEI 12-16, Revision 4, Guidance for Performing Criticality Analyses of Fuel Storage at Light-Water Reactor Power Plants, dated September 26, 2019, (Agencywide Documents Access and Management System Accession No. ML19269E056) with appropriate limitations and conditions, was published in the Federal Register on March 10, 2021. Publishing RG 1.240 was the final action needed to complete OIG-15-A-06 Recommendation 1. Therefore, the staff requests Recommendation 1 be closed.
To optimize resources and avoid duplicate work, the SRP update planned for this activity was moved to NRRs SRP Modernization Effort. Reference the February 10, 2021, update, (ADAMS ML21041A578).
