PM Kreutzer-3 L Phillips Gray File During the recently completed NA-2 refueling outage (March 5 to June 2, 1082) we have had several discussions with VEPC0 representatives re-garding the installation of inadequate core cooling instrumentation at NA-2. We were first infomed of a potential schedular problem with the installation and calibration of the NA-2 inadequate core cooling system during the NA-2 refueling outage. We were subsequently notified that these problems had been overcome. Because of the short time remaining before NA-2 was to resume operation, VEPC0 representatives requested clarification of two aspects of THI Action Item II.F.2 relating to this instrumentation. First, could NA-2 operate with the instrumen-tation in place in the absence of a post impicmentation review and Technical Specifications (TS) or should the system be isolated until staff approval is given? Second, what type of infomation should be provided to the staff to enable a post implementation review to be made?

As a member of the Westinghouse Owners Group you are aware that THI l Action Item II.F.2 is still being reviewed by the Commission and the l Committee to Review Generic Requirements (CRGR). Also, the staff. l with the assistance of the Oak Ridge National Laboratory, has been evaluating the acceptability of the Westinghouse instrumentation that has been installed at NA-2 The results of this review have recently been made available as NUREG/CR-2628.

In early t'ay, on several occasions, the North Anna Project Manager, L. B. Engle, infomed VEPCn representatives that until the NRC generic review is completed, this system must not be used to govern operator action. Also, after you had completed testing and calibrating the system, you were advised to disconnect all indicator channels from the control boaru and, after all available data had been collected and assimilated, a meeting between the staff, VEPCO and Westinghouse re-presentatives was appropriate so that this information could be factored into the staff generic review.

Leasburg In order for the staff to complete the review of the NA-2 instrumen-tation, you should follow the guidance in NUREG.0737 and provide the type of data listed on pages 113 and 114 of NUREG/CR-2628, including information related to calibration, check-out, and operation. You should also propose TS for the use and surveillance of this equipment.

The model TS shown in NUREG/CR-2628 is provided as an example and we shall inform you of any basic changes in format or content.

Finally, you have to the extent practicable at this time met the stipu-lations of License Condition 2.C.(21)(j) as specified in tendment No. 14 to Facility Operating License NPF-7 issued December 31, 1981.
