Dear Mr. Mroczka:
SUBJECT:
GENERIC LETTER 83-28, ITEMS 4.5.2 AND 4.5.3, " REACTOR TRIP SYSTEM RELIABILITY" By. letter dated March 2, 1989, Connecticut Yankee Atomic Power Company (CYAPC0/ Licensee) stated that all work related to the above subject is considered complete. As stated in NUREG-1185, " Integrated Safety Assessment
. Report", the NRC staff considers Item 4.5.2 to be complete and agreed with CYAPC0 that no on-line testing of the. Reactor Trip System (RTS) is necessary.
Item 4.5.S, " Reactor Trip. System Testing Intervals" was to review the licensee availability analyses for the RTS and evaluate the overall adequacy of the existing test intervals. As part of Item 4.5.2 CYAPC0 provided reactor trip reliability data to justify their conclusion that no on-line testing was necessary. Therefore, based on the staff's review of that-data as part of the basis for accepting CYAPC0's position for Item 4'.5.2, the staff considers Item 4.5.3 complete as an interval for on-line functional testing of the RTS is not relevant as operation of RTS prohibits on-line functional testing.
If you have any questions please call me at (301) 492-1313.
Sincerely, signed by Michael Boyle for Alan B. Wang, Project Manager Project Directorate.I-4 Division of Reactor Projects I/II Office of Nuclear Reactor _ Regulation ec: See next page
