APPROVAL 0F BYRON 2-PRESERVICE INSPECTION PROGRAM We have reviewed the preservice inspection (PSI) program for Byron 2 as described in your letters dated July 23, 1986, September 2, 1986, September 30, 1986 and October 16,1986. We conclude that the PSI program for Byron 2 is acceptable and in compliance with 10 CFR 50.55a(g)(3).

By letters dated May 21, 1986, June 11, 1986 and September 30, 1986 you requested relief from certain FSI requirenents for the pressurizer and steam generators. Based on the commitments in your October 29, 1986 letter, we conclude that you have demonstrated compliance with the criteria in 10 CFR 50.55a(a)(3) and therefore, you may place the Byron 2 pressurizer and steam generators into service without weld repair of the flaws that exceed the preservice acceptance standard of Section XI of the ASME code.

Our detailed safety. evaluation will be included in Supplement No. 7 to the Safety Evaluation Report, NUREG-0876, which will be issued in support of Byron 2 fuel load.
