Dear Mr. Quay:
Enclosed are three copies of Westinghouse's responses to ITAAC meeting open items 6644 and 6656 related to comments on the Steam Generator System (SGS) and the Main and Startup Feedwater System from the Plant Systems Branch (SPLB) on Revision 3 of the AP600 Certified Design Material.
These ITAAC open item responses were requested by the stalTin the ITAAC Task Group Meeting held on December 18 19, 1997.
This submittal closes, from Westinghouse's perspective, open items 6644 and 6656. As a result, the Westinghouse status column will be changed to " Confirm W" in the Open Item Tracking System (OITS). The NRC should review these responses and inform Westinghouse of the status of the open items to be designated in the "NRC Status" column of the OITS.

Section 2.2.4 Steam Generator System a) Pumps (FWS MP-03A & 03B) are duplicated in the SGS and MFS (Sections 2 2.4 & 2.4.1).
They should be in only be in one section..
b) Sensors are not correctly listed.
c) The system boundary is not defined. Provide an explanation or show boundary demarcation.
d) Provide a pointer or reference between the SGS and the RCS (2.1.2), MSS (2.4.3) and FWS (2.4.1) sections.
e) Sheet 3, Figure 2.2.4-1, indicate the location as the Turbine Building.
f) Table 2.2.4-3 should include both the turbine stop valve and its associated control valve.
g) Fulfill the commitment in response to 640.101 to provide valve closure times.
h) Define " functional capability required." (Global comment) i) Distinguish, in the equipment table, those valves which are required to have ITAAC for response times. e.g., as a footnote.
j) Page 2.2.4-14, the last five items should be in Section 2.4.1, FWS.
k) SSAR page 5.4-10, paragraph 5.2.4.1.2nd paragraph, describes SG ucondary side shell functions as a pressure boundary, where does this appear in the AP600 CDM as an ITAAC?
I) Need a description of the steam generator in the CDM (RCS 2.1.2).
m) Confirm that the steam generator flow restrictor is ITAACed.
j c) Define the acronym "PMS "

Response
The following changes to Section 2.2.4, " Steam Generator System (SGS)" and Section 2.4.1, Main and Startup Feedwater System (FWS)" are incorporated in the AP600 Certified Design Material (CDM),
Revision 4, dated April 6,1998:
a) The startup feedwater pumps are shown in Section 2.4.1, FWS, Figure 2.4.*
,with solid lines and in Section 2.2.4, SGS, Figure 2.2.4-1 with dashed (v ith tag no.). The pumps are included in the FWS, Section 2.4.1, because of their defense-in-depth SG feedwater func, ion.
Section 2.4.1, FWS, provides most of the inspections that apply to the sta' tup feedwater system. The only startup feedwater inspection provided in Section 2.2.4, SGS, is the startup, feedwater pump trip function which provides backup SG isolation in a similar fashion as the trip of the main feedwater pumps.

b) Table 2.2.4-1 of Section 2.2.4, FWS, was reviewed. The only error found was that the steam line pressure instruments located outside conttinment and the startup feedwater flow instruments should not be qualified for harsh environment because the sensors are located j
outside the MSIV compartments. Table 2.2.4-1 has been corrected in CDM Revision 4.
c) In Revision 4 to the AP600 CDM, system boundaries as shown on the CDM figures are revised to provide additional clarity. Generally, the system boundary is indicated by the use of dash lines leaving / entering the figure or by the use of equipment shown with dash-dot lines.
In either case, the dashed lines or the dash-dot equipment is identified by the other system's three letter designation, e.g., FWS.
j d) In Revision 4 to the AP600 CDM, references to interfacing systems shown on the CDM figures are revised to provide additional clarity. Generally, the interfacing can be identified by the system designators shown on the CDM figures which are used to show system boundaries.

e) In Revision 4 to the AP600 CDM, component location is indicated by a new table which has j
been added to the CDM. The table lists the component names, their tag numbers, and building in which they are located.
J f) Table 2.2.4-3 of Section 2.2.4, SGS, has been revised to show the turbine control valves; the turbine stop valves were already shown.
g) Item i1.b) in Table 3.2.4-4 ha veen revised to show the valve response times as agreed to in our response 640.101, transmitted to the staff in Wertinghouse letter DCP/NRCll40 dated Nove.iber 19,1997.
h) A definition for" Functional capability" has been added to Revision 4 of tne AP600 CDM in Section 1.1.
i) It is not necessary to add the valve response times to Table 2.2.4-1. The appropriate valve response times are listed in the acceptance criteria in the ITAAC. Table 2.2.4-4.
j) The last five items in Table 2.2.4 3 have been retained in the SGS. Section 2.4.1, FWS, contains a reference to the SGS so that these items can easily be found, k) CDM Section 2.1.2, " Reactor Coolant System (RCS)," design commitment items 2.a),3.a),
4.a) and 5.a) address the requirement that the SG shell retain pressure.
- 1) CDM Section 2.1.2, RCS, has been revised to add a description of the Steam Generator.

m) Section 2.2.4,SGS, design commitment item 8.b.ii) in Table 2.2.4-4 verines the Dow area of the venturi in the SG outlet nozzle.
n) PMS, the Protection and Safety Monitoring System, is defined in the List of Acronyms and Abbreviations in Section 1.4, page 1.011 of the AP600 CDM, Revision 3. No change is required.

Section 2.4.1 Main and Startup Feedwater System a) These are two systems, why are they combined into one CDM section and ITAAC?
b) Figure is unacceptable, not enough detail. (Global comment) c) SSAR Figure 10.41, sheet 3, should be used.
d) Show containment boundary on the figure.
e) Add main /startup functions to system purpose.
f) Add control valves and isolation valves to ITAAC.
g) ITAAC Item 2.b) is inconsistent with SSAR page 9.2-2.
Response
The following changes to Section 2.2.4, " Steam Generator System (SGS)" and Section 2.4.1, Main and Startup Feedwater System (FWS)" are incorporated in the AP600 Certified Design Material (CDM),
)
Revision 4, dated April 6,1998:
a) In the AP600, these functions are provided in one system, the Main and Starq Feedwater System (FWS). No change is required.
b) The main feedwater portion of the FWS is shown in Section 2.2.4, " Steam Generator System (SGS)." A reference has been added to Section 2.4.1, FWS, to provide a pointer to Section 2.2.4, SGS. The global aspect of the detail in Figure 2.4.1 is addressed in Revision 4 of the AP600 Certified Design Material (CDM).
c) There is no Figure 10.4-1 in the AP600 SSAR. Refer to. m b) of this response.
d) The containment boundary should not be shown on Figure 2.4-1, FWS, because there are additional valves located outside containment that are shown on Figure 2.2.4, SGS. Figure 2.2.4 shows the containment boundary in the proper location. Figure 2.41 indicates that the FWS connects to the SGS so that these other valves can be seen. Refer to Figure 2.41 in Revision 4 of the AP600 CDM.
e) Normal functions of the main and startup feedwater portions of the main feedwater system a'er included in Section 2.2.4, SGS). Some additional detail has been added to Section 2.4.1, FWS to clarify the startup feedwater system purpose. Refer to Revision 4 of the AP600 CDM.

L f) The main and stanup feedwater control and isolation valves are part of the SGS and are shown in Section 2.2.4, SGS. Section 2.4.1, FWS, provides a reference to Section 2.2.4 for the main feedwater portion of the system and Figure 2.4.1 1 indicates that the startup feedwater portion of the systern connects to the SGS. Refer to Revision 4 of the AP600 CDM.
g) SSAR page 9.2-2 is pan of the Service Water System (SWS) description. It dors not mention the stanup feedwater system or the demineralized water system. SSAR section 9.2.4 contains the Demineralized Water Transfer and Storage System (DWS). This section describes the condensate storage tank and its function of providing a water supply for the stanup feedwater pumps. This SSAR section is consistent with design commitment item 2.b) in Section 2.4.1, FWS. Therefore, no change is required.
