In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), NextEra Energy Point Beach, LLC (NextEra) hereby submits a description of changes to the Point Beach Nuclear Plant (PBNP)

Emergency Plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). The changes were incorporated in the following procedures issued May 23, 2018 at PBNP:

EP 1.0, Introduction, Revision 33 EP 2.0, Emergency Plan Acronyms & Definitions, Revision 56 EP 5.0, Organizational Control Of Emergencies, Revision 64 EP 6.0, Emergency Measures, Revision 64 EP 7.0, Emergency Facilities And Equipment, Revision 65 EP 8.0, Maintaining Emergency Preparedness, Revision 56 EP 9.0, Recovery, Revision 43 EP Appendix E, Wisconsin Emergency Response Plan, Revision 11 EP Appendix F, Manitowoc County Emergency Operations Plan, Revision 13 EP Appendix G, Kewaunee County Emergency Operations Plan, Revision 13 EP CR Index, Emergency Plan Cross-Reference Index, Revision 17 Description of Changes and Summary of Analysis EP 1.0 removed the sentence that stated periodically there will be differences between the Emergency Plan (EP) and the implementing procedures. Also included some editorial changes.

EP 2.0 was revised to change wording for better clarification describing the Technical Support Center (TSC) and TSC ventilation envelope building.

EP 5.0 was revised to standardize position titles and match Emergency Response Organization position titles responsible for offsite notifications.

Document Control Desk Page 2 EP 6.0 deleted Kewaunee Power Station as a backup for meteorological data as KPS is permanently shut down and no longer maintains a MET tower. Other changes include replacing terminology for Thermoluminescent Dosimeter (TLD) and Electronic Personnel Dosimeter with Dosimeter of Legal Record and Self-Reading Dosimeters, allowing for personnel to receive up to federal limits for dose criteria unless there is an approved extension, updated protection factor per 10 CFR 20 Appendix A, updated maximum yearly dose levels from administrative to federal per 10 CFR 20.121 limits, and added bases references.

EP 7.0 was revised due to updating to the acronym industry standardization for TLDs, removed equipment amounts, removed chemistry processing for KPS due to decommissioning, and added clarification enhancements on figure.

EP 8.0 was revised due to organizational and editorial changes.

EP 9.0 was revised to assign TSC Manager as the responsible party for engineering assessment in the long term recovery organization.

EP Appendix E was revised due to the new Emergency Operations Facility (EOF) moving from the near-site location to offsite location. Therefore, concurrent with the move of the EOF, references to the Alternate Emergency Operations Facility (AEOF) were deleted.

EP Appendix F was revised due to the new EOF moving from the near-site location to offsite location. Therefore, concurrent with the move of the EOF, references to the AEOF were deleted. Also included some editorial changes.

EP Appendix G was revised due to the new EOF moving from the near-site location to offsite location. Therefore, concurrent with the move of the EOF, references to the AEOF were deleted. Also included some editorial changes.

EP CR Index was revised due to the new EOF moving from the near-site location to offsite location. Therefore, concurrent with the move of the EOF, references to the AEOF were deleted.

These changes were evaluated in accordance with 10 CFR 50.54(q)(3) and it was determined that these changes did not reduce the effectiveness of the PBNP Emergency Plan.
