Revised Pages for a Technical Specification Change (License Amendment)- Effluent Technical Soecifications On August 26,1998, Detroit Edison submitted a revised application for effluent Technical Specifications. Numerical dose guidelines used in the proposed specification were obtained from 10 CFR 50 Appendix I. In a conference call on October 1,1998 between Mr. Stewart Brown and Ms. Pat Santiago of the NRC staff and Dr. William 1
Lipton, Mr. Jon Couillard, and Ms. Lynne Goodman of Detroit Edison's staff, the question arose as to why the terminology of whole body and organ dose was used, rather than Total Effective Dose Equivalent (TEDE) terminology of the current 10 CFR 20. All parties agreed that using TEDE terminology would be preferable and would still meet the j
objective of using the Appendix I guidelines, as had been previously requested.

Therefore, this submittal provides replacement Technical Specification pages, in which Sections F.1.a and F.2.b are revised to utilize the terminology of Total Effective Dose
- Equivalent instead of whole body and organ dose. Additionally, the nomenclature "H-3" for tritium was revised to spell out " tritium"in three places on page 5 of the Technical Specifications as an editorial change for consistency, since it was spelled out on page 6.

USNRC NRC-98-0157 Page 2 The previous evaluation and no significant hazards determination included in Reference 2 still apply to the proposed effluent Technical Specification.
l The attached page 5 of the Fermi 1 Technical Specifications also includes wording from the proposed Technical Specification change submitted in Reference 3, which is expected to be approved prior to this request.
The Fermi 1 Review Committee has reviewed and approved this proposed license amendment. In accordance with 10 CFR 50.91, Detroit Edison is providing a copy of this letter to the State of Michigan.
Detroit Edison requests the NRC approve this amendment with an implementation period of"within 60 days" to allow final approval of procedure changes required to implement the change.
