Revision to the BASES of Proposed Technical Specification (TS)

QLa 12e Submitted by Detroit Edison Letter NRC-98-0034 Reference 2 proposect a license amendment for Technical Specification (TS) 3.5.1 i and 3.5.2 footnotes regarding the need to manually realign the Low Pressure Coolant ,

g Injection (LPCI) system for LPCI injection if needed when operating in Shutdown Cooling. Reference 3 revised the footnote for TS 3.5.1 and 3.5.2.

Detroit Edison is providing a revision to the BASES change proposed in Reference

2. The proposed BASES are revised to eliminate the words, "or local," from the phrase, ".. . manually realigned (remote or local) to the LPCI mode ..." to be consistent with the description and justification for changes provided in Reference 2.

l- This proposed change was discussed with the NRC by teleconference on Tuesday July 21,1998. The NRC understands that this revision is proposed to make the BASES reflective of their review of the proposed amendment; it is not intended to

Page 2 categorically preclude all local actions. This revision does not invalidate the remaining proposed TS changes as described in References 2 and 3. Detroit Edison has reviewed both the issue of Significant Hazard Consideration and Environmental Impact provided in the Reference 2 letter and has con:luded that the previously l- submitted evaluation remains applicable to the proposed amendment request.

The enclosure to this letter provides a revised mark-up of TS Bases Page B 3/4 5-1 from Reference 2.- A typed version of the TS Bases page is also included. This page l will replace the respective TS Bases page submitted by Reference 2, Enclosure 3 in

[ its entirety.
