The Detroit Edison Company (Detroit Edison), pursuant to a telephone conversation j
with Fermi 2 NRC Project Manager A. Kugler on July 3,1998, herewith withdraws the request for extension of the surveillance interval for Technical Specification (TS) 4.0.5 as contained in Enclosure 20 to Reference 2. As discussed in the telephone conversation, the extension of the surveillance interval is not needed since the American Society of Mechanical Engineers (ASME) Code,Section XI, allows the affected testing to be performed on a two-year interval. 18-month interval to be consistent with the refueling cycle interval for Fermi 2 (in
- accordance with the recommendations of NUREG-1482, " Guidelines for Inservice Testing at Nuclear Power Plants"). This aspect of the IST Program can be changed without requiring NRC approval, to strictly comply with ASME Code requirements and eliminate the need for the extension. Therefore, the above mentioned extension for TS 4.0.5 is withdrawn. This action does not affect the No Significant Hazards Consideration evaluation as presented in Reference 2. The enclosed TS insert page (Table 4.0.2-2) reflects this withdrawal and replaces the page as transmitted by Reference 2.
The enclosed TS insert page and associated TS index page also reflect an administrative change which replaces "..End of Refueling Outage 6" with '.. October l
18,1998" in the Table 4.0.2-2 title to reflect the specific date for the projected end of the refueling outage that was discussed in Reference 2. In addition, a minor word processing format change is reflected in this TS page. The administrative and word l
processing changes do not affect the No significant Hazards Consideration evaluation as presented in Reference 2.
Also, as discussed in the aforementioned telephone conversation, the following is offered to provide clarification on historical research for the TS interval extensions.
The extensions of surveillance intervals for TSs which were not previously extended for RF05 (Reference 3) were evaluated based on at least three cycles of Mstorical data. Those intervals which were previously extended by Reference 3 have been evaluated considering the information contained in that submittal supplemented by the RF05 surveillance data. Therefore, each TS surveillance interval extension requested by Reference 2 has been evaluated based on at least three cycles of historical data.
