SWSOPI Reauest For Reduced Scope Insoection. Self-Assessment Final Plan. Team Member Resumes. and Functional Area Checklists The August 8,1995, notice ofinspection letter (Reference 2) discussed the NRC's intent to perform a Service Water System Operational Performance Inspection (SWSOPI) at Detroit Edison's Fermi 2 plant in January of 1996. The letter also discussed a process which utilizes the results of licensee self-assessments conducted in accordance with guidance provided in NRC Inspection Procedure 40501 and for conducting a limited scope, in-depth inspection as an alternative to a full-scope NRC inspection.
In lieu of the full-scope NRC inspection, Detroit Edison proposed to perform a self-assessment of the Fermi 2 Emergency Service Water Systems and the drywell cooling interface portions of the General Service Water System (Reference 3). In addition, on December 14,1995, Fermi 2 personnel met with Region III NRC personnel to review the proposed scope of the Fermi 2 service water systems self-assessment, to provide a copy of the draft self-assessment plan, and to discuss the proposed self-assessment as it fits in with the overall i
Fermi 2 program to improve service water system maintainability and operational flexibility.

NRC-96-0013-January 24,1996 Page 2 This letter is a follow-up letter to Reference 3 and the December 14,1995, meeting to provide the final service water system self-assessment plan and the proposed functional area detailed self-assessment checklist. The resumes of the proposed self-assessment team members are being sent directly to Patricia Lougheed of NRC Region III.
Pending NRC approval, the actual self-assessment is proposed to start on February 26,1996.
