Subject:
SWSOPI Reauest For Reduced Scope Inspection The above referenced letter (Reference 2) discussed the NRC's intent to perform a SWSOPI at Detroit Edison's Fermi 2 plant in January of 1996 and included a documentation request. The letter also discussed a process which utilizes the results of licensee self-assessments conducted in accordance with guidance provided in NRC Inspection Procedure 40501 and for conducting a limited scope, in-depth inspection as an alternative to a full-scope NRC inspection.
The purpose of this letter is to request a reduced NRC inspection activity in the SWSOPI area of emphasis. In lieu of the full-scope NRC inspection, Detroit Edison is proposing to perform a self-assessment of the Fermi 2 Emergency Service Water Systems and the drywell cooling interface portions of the General Service Water System. This self-assessment will comply with the guidance contained in NRC inspection procedure 40501 and Temporary Instruction 2518/l18.
A follow-up letter will be sent in January of 1996 detailing the self-assessment schedule. This schedule will include the identification of the team that will 3
perform the self-assessment, a timeline for development of a detailed self-assessment plan, a proposed meeting with NRC Region III to discuss the self-
- assessment plan in detail, and the time-table for conducting the self-assessment and associated follow-up NRC activities.
