Certification of the Fermi 2 Upgraded Simulation Facility Detroit Edison hereby certifies that the Fermi 2 Upgraded Simulation Facility, consisting of a plant-referenced simulator, meets the requirements of 10CFR55.45.
In addition to the information provided with this submittal, documentation to support the certification is available for NRC reviw in accordance with 10CFR55,45(b). This simulation facility meets the guidance in ANSI /ANS-3.5-1985.(Reference 3).
For this certification, enclosed are:
(i) NRC Form 474 " Simulation h
Facility Certification" (Enclosure 1). (ii) Certification documentation supporting NRC Form 474 (Enclosure 2), (iii) hf Requirements of ANSI /ANS-3.5-1985 crosc-referenced to Enclosure 2 (Enclosure 3).

e The simulation-f acility being certified is an upgraded-simulator with panels built by the Singer Company. process models built by ABB Power Automation, and control and logics by Detroit Edison Company. The original simulator is a plant-referenced simulator and has 'been used for operator training since 1984. The original simulator certification was submitted in Reference 5.
The operator requalification program, of which the simulator in an integral part, has been accredited by INP0 since 1985.
The upgraded simulator has undergone extensive certification and acceptance testing during the past year.
This testing has validated the proper response of the simulator to the reference plant. The testing basis was NSSS vendor supplied data. UFSAR data and actual data taken during plant startup and operation including recorded transients over the first three operating cycles.
