Simulator Certifi6ation-In Reference 2. the NRC granted Detroit Edison an exemption from the T 10CFR55. 45 (b) (2) (iii) - and (iv) deadlines until December 31, 1991.
- These ' rules require certification of a simulation f acility and use-of a certified simulator for operating tests.
The exemption was needed-due to schedule delays in the' simulator upgrade project, as di c7ssed L

The purpose of. this letter is to descre.< a change-in Detroit Edison's plans to certify the Fermi 2 simulator, j
Detroit Edison still-plans to certify a plcnt specific simulator by December 31, 1991. However, the existing Vermi-2 simulator will be l
certified (with some exceptions) rather than the upgraded simulator, because problems with the upgraded simulator have further delayed c omple tion. While many of the problems have been resolved Detroit 1
. Edison did not believe that the problems could all be resolved, that ct rtification testing could be completrad, and that a simulation facility could be provided with at least the capabilities of the j

USNRC November 18, 1991 NRC-91-0148 Page 2 upgraded machine the simulator wculd have had the minimum capabilities for certification, and so the apgraded simulator would have had significantly less capabilities in some areas than the existing simulator. The fidelity and reliability problems remaining could have had a negative. impact on operator training and examination. The ref ore, certification testing is being conducted on the existing Singer simulator. Certification documentation will be submitted, including discussion of any exceptions and plans for resolution. Detroit Edison currently plans on finishing problem resolution and testing _ of the upgraded simulator in 1992 at.d certifying the simulator with the upgrades. This change in plans has been discussed with NRC representatives.
