Certification of the Fermi _2 Simulation Facility n
e Detroit Ediuon hereby -certifica that the Fermi 2 Simulation Facility, consisting of a plant-referenced aimulator, meets the requirements of 10CFR55.45.
In addition to the information provided with this submittal, documentation to support the certification is available for NRC review in accordance with 10CFR55.45(b). This simulation facility meets, with some exceptions the guidance in ANSI /ANS-3.5-1985 (Reference.3). The NRC granted an extension to the 10CFR55.45(b)(2) certification date to December 31, 1991 in Reference 4.

It is a plant-ref erenced simulator and has been used for operator t raining since 1984.
The Singer simulator has teen an adequate t raining f acili ty.
Detroit Edison has experienced good results with this simulator in the operator t rainitig program as evidenced by good operator performance. The operator requalification program of which the simulator is an integral part has been accredited by INPO since 1985.
The exceptions t aken to ANSI /ANS-3.5-1985 are discussed in more detail in Section 2.2 and Appendix v of Enclosure 2.
Detroit Edison has evaluat ed these exceptions and believes that they do not de t rac t from the capability to conduct the simulator portion of operating tests.
The exceptions are planned to be resolved with the upgraded simulator.
An upgraded simulator project that was originally int ended to be certified at this time is not yet ready for certification. De t roit Edison discussed this change in plans with NRC representatives and documented the plans in Reference 2.
As no t ed i n Re f e r enc e 2 many of the problems that have caused the delay in certifying the upgraded simulator have either been resolved or are in the process of being c orr ect ed. Det roit Edison intends to submit certification for the upgraded simulator in accordance with 10CFR55.45 by December, 1992.
In the interim, certification of the existing Singer simulator with exceptions is being submit t ed to comply with NRC regulations and t o allow the continued conduct of oper at ing t ears.
The status of the upgraded simulator project is such that all system models with the exception of the Auxiliary Boilc r syst em have been incorporated into the simulctor.
Pre-cortification dry run testing of the upgraded simulator has been performed for the majority of the AN SI / AN S-3. 5-1985 pe rf o mance tests using the same procedures used to certify the Singer simulator. No major problems were experienced during this testing.
Two primary t echnical problems do remais.. however, that need to be resolved bef ore certification of the upgraded simulat or can be c omple t ed. One involves the less than real tine speed at which the computer runs the simulation. The other involves the sna11 but perceptible delay in the response time to control panel manipula t ion s. The solutions to both these problems have been determined and their implementation is being pursued at this time.
Det roit Edison is confident that these problems will be resolved and that the upgraded simulator will be ce rtified by December, 1992.
