exemption from the requirements of 10 CFR 55.45. paragraphs' (b)(2)(iii) and (b)(2)(iv). The letter requented a. delay for' submittal of simulator certification and administration of an operating-test on a certified simulation facility.. The requested certification date was - September. 30.1991.

Detroit Edison has made every effort to ensure that project.eilestones are met. The contractor probicas that caused the original delay to September 30 have been discussed between Detroit Edlson and NRC management and Detroit Edison took the corrective actions se previously discussed.

Detroit Edison recognizes the importance placed on completing the simulator certification as quickly and responsibly as possible. The NRC can be assured that while Detroit Edison in formally requesting a revised completion schedule date of December 31. 1991, it in Detroit Edison's continued position to complete this project in a timely, high quality manner. To the extent possible. Detroit Edison will continue to atrive to achieve the original goal of September 30. To this end.

Detroit Edison is committed to providing the necessary resources and management oversight to ensure the project is not further delayed.

Additional project management techniques were established and commit t ed to by ABB in the course -f establishing the Sept ember 30, 1991 date. To ensure the revised schedule is met, the f ollowing actions are being t aken

1) On April 4. cenior Detroit Edison management will be meeting with the President of ABB Combustion Engineering Nuclear Power and the President of ABB Power Automation Combustion Engineering. Inc. The purpose of the neeting is t o focus ABB management attention on the project and to. ensure the appropriate resources are applied.
2) Weekly status calls have already been implemented between Detroit Edison and ABB project management personnel. These telecons will=be supplemented by meetings at the contractor's facility. These meetings are to improve communication and to ensure continued attention is being given to day-to-day 1

problems.

3) Additional capabilities have been established to perform troubleshooting at the ABB facilities which allows model s

tuning and testing to continue on the Fermi 2 simulater in l

A Quality Assurance surveillance will be conducted at the ABB-i l

f acilities by Dottoit Edison QA personnel to assist in l

identification of potential problem areas which could further jeopardize the schedule.

With these actions. Detroit Edison has confidence that the December-

31. 1991 certification schedule can be met.-

USNRC March 21, 1991 NRC-91-0041 Page 3 Use of the existing simulation f acility for the August 1991 NRC administered operator license examination was addressed in the Reference 2 exemption request letter.

Based on the revised certification date of December 31, 1991, the existing simulation facility will need to be used for the examination scheduled for December 1991 also. Subsequent examinations will be performed on the certified simulator.
