April 16, 2019 ATTN: Program Management Office of Administration M.S. TWFN-7-A60M Nuclear Regulatory Commission Washington, DC 20555-0001 RE: NRC-2019-0073

Dear Mr. McIntyre:

123 Northwest Highway 19 Crystal River, Florida 34428 Telephone: (352) 795-4216 Far:simile, (2) 79*-6+,1 The City of Crystal River requests an opportunity for a public meeting to be held in the City of Crystal River, FL or Citrus County, FL regarding the impacts related to the decommissioned nuclear plant at the Duke Crystal River Site.

The impact to the community has be far reaching for the City, as well as Citrus County. Not only did they not move forward to repair the Crystal River Nuclear facility but shuttered the development of a second nuclear facility. The loss of high-income positions and the reduction of the total number of employees has also affected secondary businesses that supplied as-needed resources for daily operations. The local hospital developed to serve the site has even been adversely impacted.

The City of Crystal River is a waterfront community with a population of less than 3,500 people. Many of the 600 employees related to operations of the nuclear facility lived in or around Crystal River, and their loss of employment directly impacted many of the businesses that supported the employee and their families.

Since then, Duke Energy has built a new gas cogeneration facility and closed two coal fired facilities, further reducing the personnel on the Duke Energy site.

Actions that local governments were forced to take include:

Citrus County raised taxes by approximately 31 %.

Citrus County laid off approximately 100 employees.

Assessed property values remain suppressed.

We believe an economic assessment of the impact of the nuclear plant's closure to our community will benefit the City of Crystal River, Citrus County and other local communities that are or will be facing a similar circumstance.
