Detroit Edison Comments on "Proposed Generic Communication; Grid Reliability and the Impact on Plant Risk and the Operability of Offsite Power" Detroit Edison, owner and operator of Fermi 2 Nuclear Power Plant, endorses the specific comments provided by the Nuclear Energy Institute (NEI) and the Nuclear Regulatory Services Group (NRSG) on the proposed generic communication discussed in the reference.

In addition to the industry comments provided by the NEI and the NRSG, Detroit Edison is concerned that the proposed practice of transmission operators providing certain information to nuclear generators could be inconsistent with existing Federal Energy Regulatory Commission (FERC) standards. In providing a nuclear generator with information on regional grid conditions and contingency analysis results, an independent transmission operator could be viewed as providing the nuclear generator with a competitive advantage over other generators that they serve.

Specific recognition of the need for nuclear generators to have access to this information needs to be factored into the development of future changes to FERC standards.
