Pursuant to 10 CFR 50 Appendix H, Section IV, STP Nuclear Operating Company (STPNOC) submits the enclosed WCAP-17636-NP, "Analysis of Capsule W from the South Texas Project Nuclear Operating Company, South Texas Unit 2 Reactor Vessel Radiation Surveillance Program," dated October 2012. WCAP-17636-NP documents the results of the examination of Capsule W, which was removed from the South Texas Project (STP) Unit 2 reactor during refueling outage 2RE15 (October 28 - November 22, 2011). WCAP-17636-NP is a complete and non-proprietary report, and there is no proprietary version.

Capsule W was removed in accordance with the revised capsule withdrawal schedule previously submitted to the NRC by Reference 1. The enclosed report was originally due in November 2012 in accordance with Section IV.A of Appendix H to 10 CFR Part 50. As discussed in References 2 and 3, STP Units 1 and 2 have satisfied the ASTM E185-82 criterion for monitoring neutron embrittlement, and no further samples are needed to support operation to the end of the licensed 40-year life of the units. The data derived from removal of Capsule W from each unit will be used to support the application to extend the operating licenses.
