MC2974 and MC 2975), " October 28, 2004 This letter is provided in accordance with Condition C of Section III of Nuclear Regulatory Commission Order EA-03-086 (Reference 1) and Condition C.2 of Section III of Order EA-03-039 (Reference 2). STP Nuclear Operating Company (STPNOC) has fully implemented the NRC-approved revision to the South Texas Project Physical Security Plan, Training and Qualification Plan, and Safeguards Contingency Plan protecting against the revised design basis threat. STPNOC has achieved full compliance with both referenced Orders dated April 29, 2003.

STPNOC has reviewed the NRC Safety Evaluation Report (Reference 3) documenting the NRC's review and acceptance of the plans. As a result of STPNOC's review several discrepancies were identified. These discrepancies were discussed with your staff in a teleconference on November 4, 2004. STPNOC agreed to provide a list of these discrepancies to the staff under a separate letter. The staff will correct the Safety Evaluation Report following receipt of the letter. /s IA ST1 31801408
