STP Nuclear Operating Company (STPNOC) hereby withdraws the referenced -proposed amendment to South Texas Project Unit 2 Operating License NPF-80. The proposed amendment would have allowed STP Unit 2 to change modes with Standby Diesel Generator (SDG) 22 inoperable.

STPNOC returned SDG 22 to service prior to restarting Unit 2 from its Spring 2004 refueling outage and the proposed amendment is not required.
