STP Nuclear Operating Company (STPNOC) submitted a request for an exigent change to Technical Specification 3/4.7.7 (referenced letter) with the expectation that the NRC would be in a position to approve the request before STP Unit 2 entered Mode 4 during the startup from its current refueling outage. However, we recognize that the 14-day Notice period that started on April 5, 2004 will expire after the entry into Mode 4, which is currently forecast for late on April 18 or early on April 19, 2004. Therefore, STPNOC requests NRC approval of the exigent change by April 16, 2004 in order that the schedule for startup from the outage can be met.

STPNOC will notify the NRC immediately if outage activities impact this request for early approval.
