March 18, 2002, NOC-AE-02001288 In accordance with Nuclear Regulatory Commission (NRC) Order EA-02-026 (the Order) dated February 25, 2002, which was transmitted by Reference 1, and 10 CFR 50.4, STP Nuclear Operating Company (STPNOC) hereby submits the information required by Conditions B.1, B.2 and C.1 of Section III of the Order via overnight delivery. In addition, as required by Section IV of the Order, STPNOC also has submitted an answer to the Order in accordance with 10 CFR 2.202 (Reference 2).

The required answer has been submitted separately with a request for extension of time to request a hearing.

The NRC required that STPNOC submit a response addressing Conditions B.1, B.2 and C.1 in Section III of the Order within twenty (20) days of the date of the Order.

Enclosure 1 to this letter contains STPNOC's response, which specifically delineates the actions taken or to be taken by STPNOC to comply with the Order. Only those actions specifically listed in Enclosure 1 to this letter are considered as commitments to the requirements of the Order.

Condition C.1 of the Order requires the submission of a schedule for achieving I

compliance with the requirements in Attachment 2 to the Order. Enclosure 1 to this letter lists these requirements and describes in detail STPNOC's actions and schedule

The Order was immediately effective and modifies STPNOC's licenses to operate South Texas Project Units 1 & 2 to require STPNOC to begin immediately to implement interim security and safeguards measures set forth in Attachment 2 to the Order. In accordance with the Order, STPNOC is implementing these actions as detailed in .
