NMP2L2623 May 16, 2016 U.S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, DC 20555-0001 Nine Mile Point Nuclear Station, Unit 2 Renewed Facility Operating License No. NPF-69 NRC Docket No. 50-410

Subject:

Notification of a Deviation from an EPRI Guideline This letter provides notification of a deviation at Nine Mile Point Nuclear Station, Unit 2 from a

11Needed" element defined in Appendix A of Electrical Power Research Institute (EPRI) report, "Nondestructive Evaluation: Guideline for Conducting Ultrasonic Examinations of Dissimilar Metal Welds, Revision 1," 3002000091, Final Report, dated May 2013.

Our engineering evaluation performed in accordance with Appendix A of this report required that examination of dissimilar metal welds N4A (2RPV-KB17), N48 (2RPV-K818),

N4E {2RPV-KB21), N4F (2RPV-KB22), N6B (2RPV-KB25 and 2RPV-KC25), and N6C (2RPV-KB26 and 2RPV-KC26) would be performed using an encoded examination technique every second scheduled examination, at a minimum per the EPRI Guideline.

These welds are stress corrosion cracking susceptible Category D welds in BWRVIP-75-A.

The deviation is to perform the inspection of these welds using manual phased array ultrasonic testing that is an ASME Code Section XI, Appendix VIII qualified examination without encoding. The reason for this deviation is the large amount of dose received for the examination of one weld location using vendor supplied encoding scanners and the anticipated large dose that would be received at the other weld locations if this equipment is employed.

This deviation has been reviewed and approved in accordance with the NEI 03-08

{

11Guideline for the Management of Materials Issues," Revision 2, January 2010) guidance.

This is a notification of a deviation only, and no action is being requested from NRC.

There are no regulatory commitments contained in this letter.
