Subject:

10 CFR 50.55a Relief Request RI5-03 Supplement Cooper Nuclear Station, Docket No. 50-298, DPR-46

Reference:

Teleconference between Thomas Wengert et al., U.S. Nuclear Regulatory Commission, and David Van Der Kamp et al., Nebraska Public Power District, on April 19, 2018

Dear Sir or Madam:

The purpose of this letter is for Nebraska Public Power District to respond to a question raised during the teleconference (Reference) conducted on April 19, 2018. Nuclear Regulatory '

Commission reviewers questioned if Cooper Nuclear Station (CNS) intends to perform VT~ 1 visual examination of Category B-D, Item 3.100, Nozzle Inner Radius, in accordance with American Society of Mechanical Engineers Code Case N-648-1 as conditioned in Regulatory Guide 1.147. The staff did not see Code Case N-648-1 addressed in the application.

/

Code Case N-702 stipulates that VT-1 examination may be used in lieu of the volumetric examination for the inner radii (Item No. B3.100). CNS intends to credit the VT-1 visual examination of the nozzle inner radii in accordance with Code Case N-648-1 or later approved version subject to the conditions placed upon the use of the applicable N-648-X version of the Code Case by Regulatory Guide 1.147 at the time of the examination. The specific aspect of utilizing VT-1 visual examinations as allowed by Code Case N-702 is not part of this request.

Volumetric examinations of the nozzle inner radii of the selected core spray, jet pump instrumentation, and reactor recirculation inlet nozzles will still be performed as their nozzle inner radii are not fully accessible from inside the vessel for VT-1 visual examination.

This letter contains no regulatory commitments.
