The purpose of this letter is to transmit Nebraska Public Power District's (NPPD) response pursuant to Condition III.C.2 of the Nuclear Regulatory Commission's (NRC) Order dated January 7, 2003.

In response to the events of September 11, 2001, NPPD on its own and in response to NRC Advisories, Orders and industry initiatives, promptly initiated and has maintained heightened security measures at Cooper Nuclear Station to continue to provide high assurance that activities involving special nuclear material are not inimical to the common defense and security and do not constitute an unreasonable risk to the public health and safety in the current threat environment.

On January 7, 2003, the NRC issued an Order requiring additional compensatory measures to improve access authorization and control at operating power reactors. Pursuant to the requirements of I OCFR50.4, Attachment 1 to NPPD's letter (Reference 2) contained responses to Section III.B. I and III.C. I of the above referenced Order (Reference 2). Pursuant to Condition III.C.2 of the Order and the requirements of IOCFR50.4, this letter contains NPPD's response to Condition III.C.2 which is required no later than January 7, 2004.

NLS2004001 Page 2 As required by Condition III.C.2 of the Order, NPPD hereby notifies the Commission that full compliance with the requirements described in Attachment 2 of the Order has been achieved as of the date of this letter.
