SUMMARY

OF PLANT OPERATIONS As part of the power ascension test program, the Operations Department practiced reactor startups and shutdowns during the first two days of April.

Reactor power was increased to 3 percent on April 3 and to 10 percent on April

10. Rancho Seco began producing electricity at 2148 hours0.0249 days <br />0.597 hours <br />0.00355 weeks <br />8.17314e-4 months <br /> on April 11, 1988.

The plant was taken off line on April 12 for further testing. Reactor power was increased to 15 percent on April 12 and at 1625 hours0.0188 days <br />0.451 hours <br />0.00269 weeks <br />6.183125e-4 months <br /> the plant was put back on line. Reactor power was increased to 25 percent on April 13 and to 30 percent on April 14. The plant remained at approximately 30 percent power through the end of April.

PERSONNEL CHANGES REQUIRING REPORT One management position change requires reporting pursuant to Technical Specification Figure 6.2-2. James R. Shetler was named Director, Plant Support.

Mr. Shetler has over 16 years experience in the nuclear power industry, including management responsibility for system operability investigations, modification testing, system functional testing, materials management, cost control, and data management. He has been responsible for scheduling and integration of routine maintenance and outage activities and has extensive refueling outage coordination and management experience. Mr. Shetler held progressively responsible positions in systems design engineering, plant test and operating procedure development, and plant startup test engineering. He received a bachelor of science degree in Chemical Engineering from Clarkson College of Technology and has worked for Babcock & Hilcox and the Sacramento Municipal Utility District.

SU MARY OF CHANGES IN ACCORDANCE HITH 10 CFR 50.59 There were no documentation packages completed for facility changes, procedure t changes, tests or experiments during April 1988.

MAJOR SAFETY-RELATED MAINTENANCE, TESTS AND HODIFICATIONS NOT REQUIRING DETAILED SAFETY ANALYSES

1. Auxiliary Feedwater System hot functional testing, power range calibration, pressure testing of a safety features valve, maintenance run of the Terry turbine, fine-tuning of the Integrated Control System, Main Feedwater Ps.p testing, turbine overspeed testing, and PASS testing were
completed during April. Maintenance work was performed on the Auxiliary i Boilers.
2. ECN R-2815, Revision 0, installed a closure spring and blade-lock assembly for the NSEB HVAC fire damper because the damper did not close completely I during a surveillance test.

'3 . ECN R-0238, Revision 3, replaced and relocated corroded acid addition components of the Secondary Chemical Addition System (SCA).

4. ECN R-2955, Revision 0, modified supports on the G100A TDI diesel starting air system.
5. ECN R-2957A upgraded the four turbocharger support bolts on the G100A TDI diesel engine.
