Reference:

1. Relief Request Number IP2-ISI-RR Proposed Alternative to Use Reactor Vessel Head Penetration Embedded Flaw Weld Repair Method, dated April 04, 2018.

Dear Sir or Madam:

On April 04, 2018, Pursuant to 10 CFR 50.55a(z)(1 ), Entergy Nuclear Operations, Inc. (Entergy) requested NRC approval of a relief request to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code,Section XI, "Rules for lnservice Inspection of Nuclear Power Plant Components." Entergy proposed to repair the J-groove weld of the Reactor*

Pressure Vessel Head Penetration #3 using an embedded flaw repair process as an alternative to the defect removal and weld repair provision of ASME Section XI, IWA-4000 and ASME Section Ill, NB-4450. The use of the Westinghouse embedded flaw repair process for Penetration #3 is consistent with repairs performed for numerous other plants with similar as-found indications in the J-groove weld.

In Reference 1, Attachment 2, Entergy committed to submitting Westinghouse Letter LTR-SDA-18-035, Fracture Mechanics Assessment of Embedded Flaw Repair Acceptability for Indian Point Unit 2, prior to entering Mode 5 during the present refueling outage, 2R23.

Included in Attachment 1 of this letter is Westinghouse Letter LTR-SDA-18-035, .Fracture Mechanics Assessment of Embedded Flaw Repair Acceptability for Indian Point Unit 2.
