Entergy Nuclear Operations, Inc, (Entergy) requested a License Amendment, Reference 1, to Operating License DPR-64, Docket No. 50-286 for Indian Point Nuclear Generating Unit No. 3 (1P3). Entergy responded to a request for additional information in Reference 2. The proposed amendment would revise Technical Specification 3.5.4, to allow the non-seismically qualified piping of the Spent Fuel Pool (SFP) purification system to be connected to the Refueling Water Storage Tanks (RWST) seismic piping by manual operation of a RWST seismically qualified boundary valve under administrative controls for a limited period of time. On October 15, 2012 the NRC staff identified the need for additional information to complete their review (Reference 3). Entergy is providing additional information in response to this request (see Attachment).

NL-12-154 Docket No. 50-286 Attachment Page 1 of 2 By letter dated August 12, 2012 (Accession No. ML12234A098), Entergy Nuclear Operations, Inc, (Entergy) submitted a license amendment request for U.S. Nuclear Regulatory Commission (NRC) review that would revise the Technical Specifications (TSs), for Indian Point Unit No. 3 (IP3). The changes would revise TS 3.5.4, "Refueling Water Storage Tank [RWST]," such that the non seismically qualified piping of the Spent Fuel Pool (SFP) purification system may be connected to the RWST's seismic piping by manual operation of a RWST seismically qualified boundary valve under administrative controls for a limited period of time for filtration of suspended solids from the RWST water. The NRC staff, in its letter of October 15, 2012 noted applicable regulatory criteria and identified that additional information was required in their review. The response to requested information follows:
Question 1 What are the assumptions and method used to determine the drain flow rate through the break in the non seismic line? Were worst/limiting conditions assumed and what are they? What was the flow rate through the break? What is the time for the tank to drain from 36.8 feet to 36 feet? (Can be answered by providing CALC-SI-0333).
Response
Flow through a postulated non-seismic pipe break is calculated in IP3-CALC-SI-03333, dated December 14, 2000. Flow is calculated using standard pipe flow methods as that found in Crane Technical Paper 410 (Flow of Fluids through Valves, Fittings, and Pipe). The pipe break is assumed to be a guillotine break in 2 inch line #135 at the Class III boundary immediately downstream of valve AC-725 on the discharge side of the purification pump (drawing 9321-F-27513 Sheet 2). Conservative assumptions include using RWST level at time of pipe rupture at 35.5 ft based on minimum indicated operator log, neglecting friction loss in 16 inch line #155, neglecting the pressure drop through the purification pump and assuming maximum RWST temperature of 120 F for calculating fluid density and viscosity.
Limiting conditions assumed include guillotine break location immediately downstream of purification pump at seismic Class Ill boundary and RWST level based on minimum indicated operator log.
The flow rate through the break was calculated to be 121.4 gpm.
The time to drain from 36.8 ft to 36 ft was calculated to be 61.8 minutes. Note that more than 46 additional minutes are available before reaching the minimum Technical Specification limit of 35' 4".
Question 2 Please provide a piping diagram showing the SFP loop including seismic boundaries.

NL-12-154 Docket No. 50-286 Attachment Page 2 of 2 Question 3 Please provide the downstream distance from the last Seismic Category 1 valve (AC-725) and non seismically qualified piping. If there is a break in the non seismically qualified piping would the break flow in any way impede the operators ability to turn off the refueling water purification pump or close the required valves, or is there non seismically qualified piping on the operators ingress or egress pathways?
Response
AC-725 is the boundary between Class I and Class III. Piping downstream of AC-725 is non-seismic therefore the distance between AC-725 and the non-seismic piping is the distance to the last seismic restraint which is 7'3".
The safety evaluation (NSE 99-3-035 SFPC "RWST Purification Without Continuous Manning While Above Cold Shutdown") evaluated the environmental conditions under which the action may be performed. The valves are easily accessible and the exposure to the RWST water presents a slight risk of dose exposure, however a radiological review determined the risk to be non-consequential (less than the limits defined in General Design Criteria 19 and 10 CFR 20). Health Physics is required to be notified if there is exposure.
Question 4 What is the maximum purification flow if AC-727B is not throttled?
Response
Runout flow for the purification pump is 120 gpm as documented in calculation IP3-CALC-SI-03333.
