INDIAN POINT NUCLEAR GENERATING UNIT NO.3 - REQUEST FOR ADDITIONAL INFORMATION REGARDING PROPOSAL TO ALIGN THE REFUELING WATER STORAGE TANK AND THE SPENT FUEL POOL PURIFICATION SYSTEM (TAC NO. ME9263)

Dear Sir or Madam:

By letter dated August 14, 2012, Entergy Nuclear Operations, Inc., the licensee, submitted a license amendment application that would revise Technical Specification 3.5.4, "Refueling Water Storage Tank," such that the non-seismically qualified piping of the spent fuel pool purification system may be connected to the refueling water storage tank's seismic piping for a limited period of time under administrative controls.

The Nuclear Regulatory Commission's Component Performance and Testing Branch staff has reviewed your supplemental letter dated October 25,2012, and has determined that additional information is needed to complete its review. The specific questions are found in the enclosed request for additional information (RAI). Based on our discussions, we understand that a response to the RAI will be provided by December 10, 2012.

Reference:

Letter NL-12-143, dated October 25,2012, from John A. Ventosa of Entergy Nuclear Northeast to NRC, "Response to Request for Additional Information on Proposed License Amendment Regarding Connection of Non Seismic Purification Line to Refuel Water Storage Tank" In your response noted above, you indicated that the American Society of Mechanical Engineers (ASME) Code for Operation and Maintenance of Nuclear Power Plants (OM Code)1 ISTC-3540 five year exercise requirement was applicable to the subject manual valves.

However, this requirement has been modified by Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(b)(3)(vi), wherein the frequency for exercise testing for manual valves is required to be at intervals no longer than two years. Will the revised Indian Point Unit 3 (IP3) Inservice Testing (1ST) Plan show the required test frequency for these manual valves as two years or less?

In your response noted above, you indicated that ASME OM Code exercise testing was applicable to the subject valves and that this requirement would be added to the IP3 1ST Plan.

Did your analysis reveal that any other ASME OM Code testing is required (e.g., position indication verification or seat leakage testing)? Other licensees have revisited their NRC Information Notice 91-56 evaluations, to ensure that leakage past these valves would not adversely affect their calculations of control room and offsite dose from post-Loss of Coolant Accident recirculation fluid.
