As discussed in NRC letter dated April 11, 2006 (ADAMS accession number ML060540141), "Vogtle Electric Generating Plant Units 1 and 2 (Vogtle 1 and 2)
- Reactor Vessel Material Surveillance Program (RVMSP) Standby Specimen Capsule Withdrawal Plans and Exemption Request," Vogtle Unitsl and 2 have met their 10 CFR 50 Appendix H regulatory requirements regarding RVMSP with the submission of WCAP-1 5067, revision 0, "Analysis of Capsule V From Southern Nuclear Vogtle Electric Generating Plant Unit 1 Reactor Vessel Radiation Surveillance Program" and WCAP-15160, revision 0, "Evaluation of Thermal Shock for VEGP, Unit 2."
As documented in NRC letter dated March 13, 2009 (ML090300259), "Safety Evaluation Report related to the License Renewal of the Vogtle Electric Generating Plant Units 1 and 2," Southern Nuclear Operating Company (SNC) has a license condition that requires all capsules in the reactor vessel that are removed and tested meet the requirements of American Society for Testing and Materials (ASTM) E 185-82 to the extent practicable for the configuration of the specimens in the capsule. Therefore, SNC hereby submits the Westinghouse Report WCAP-17343-NP, Rev. 0, "Analysis of Capsule Z from the Southern Nuclear Operating Company Vogtle Unit 2 Reactor Vessel Radiation Surveillance Program." Capsule Z was withdrawn during the Vogtle Unit 2 spring 2010 maintenance/refueling outage.
The WCAP-1 7343, Rev. 0 report presents the surveillance capsule test results from Capsule Z, the 5th capsule removed from the Unit 2 reactor vessel. This report includes the data required by ASTM E 185-82, and the results of all fracture toughness tests conducted on the beltline materials. Based on the enclosed surveillance capsule test results, properties of the reactor beltline materials are predicted to remain more than adequate for continued safe plant operation through the end of the current license (about 36 Effective Full Power Years) and a potential license renewal (to about 57 Effective Full Power Years).
