Reference:

Letter dated February 17, 2004, M. Peifer (NMC) to NRC, Fitness for Duty Performance Data By the referenced letter, Nuclear Management Company, LLC (NMC) submitted Fitness For Duty (FFD) Program Performance Data for the Duane Arnold Energy Center. The letter incorrectly stated that the report covered the six-month period ending June 30, 2003. The submittal actually provided information for the period ending December 31, 2003. Incorrect dates were also referenced in two places in the attachments.

NMC has corrected those administrative errors. NMC has also corrected a statement in regarding revision of FFD.procedures.

The revised pages are attached, with the changes denoted by revision bars. These attachments replace those previously submitted in their entirety. Please contact Dan Kelley at (319) 851-7621 with any questions regarding this submittal.

SUMMARY

Management Actions

1. During the six-month period ending December 31, 2003 Duane Arnold Energy Center conducted 268 drug and alcohol tests in accordance with 10 CFR Part 26.

Duane Arnold Energy Center workers are subject to random drug and alcohol testing. Random drug testing rate for the six-month period ending December 31, 2003 was 29.65%. Testing rate for the year ending 2003 was 51.24%.

For the semi-annual reporting period ending December 31, 2003, two (2)contract

~----- w--- workers-were denied-nuclear-access-after testing -positive for-drugs during pre-,---

access testing.

Pre-Access Positives Two (2) contractor employees tested positive for marijuana.

These individuals were denied access to NMC nuclear facilities.

2. For the semi-annual period referenced herein all blind specimens submitted to Duane Arnold Energy Centers HHS-certified laboratory yielded expected results.
3. NMC has analyzed program performance data for the six-month period ending December 31, 2003; no changes to existing FFD procedures were required.

Reportable Events Duane Arnold Energy Center had no reportable events as defined in 10 CFR Part 26.73 (a) during this reporting period.
