ITAAC Closure Notification on Completion of 2.5.02.08b.i [Index Number 5421 Ladies and Gentlemen:

In accordance with 1 O CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP)

Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.5.02.08b.i [Index Number 5421. This ITAAC confirms the Protection and Safety Monitoring System (PMS) provides for the transfer of control capability from the Main Control Room to the Remote Shutdown Room using multiple transfer switches. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process under 1 O CFR Part 52", which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 1 O CFR 52.99.

The PMS provides for the transfer of control capability from the MCR to the RSW using multiple transfer switches. Each individual transfer switch is associated with only a single safety-related group or with nonsafety-related control capability.

Inspections, Tests, Analyses i)

An inspection will be performed to verify that a transfer switch exists for each safety-related division and the nonsafety-related control capability.

Acceptance Criteria i)

A transfer switch exists for each safety-related division and the nonsafety-related control capability.

ITAAC Determination Basis Multiple ITAAC are performed to ensure that the Protection and Safety Monitoring System (PMS) provides for the transfer of control capability from the Main Control Room (MCR) to the Remote Shutdown Workstation (RSW) using multiple transfer switches. Each individual transfer switch is associated with only a single safety-related group or with nonsafety-related control capability. The subject ITAAC requires that an inspection be performed to verify that a transfer switch exists for each safety-related division and the nonsafety-related control capability.

The PMS and Plant Control System (PLS) transfer switches were installed in accordance with approved drawings and specifications released by engineering for construction. An inspection was performed to verify that a transfer switch exists for each safety-related division and the nonsafety-related control capability. The inspection was performed in accordance with PCD-SV4-OCS-ITR-800542 (Reference 1 ), which requires performance of visual observations to compare the installed equipment to the approved drawings. The inspection results are also documented in SV4-OCS-ITR-800542 which serves as the Principal Closure Document supporting the ITAAC 2.5.02.0Sb.i Completion Package (Reference 2). The inspection report confirms that a transfer switch exists for each safety related division and the nonsafety-related control capability.

Principal Closure Document SV4-OCS-ITR-800542 is available for NRC inspection as part of the ITAAC 2.5.02.0Sb.i Completion Package (Reference 2).

U.S. Nuclear Regulatory Commission ND-22-0332 Enclosure Page 3 of 3 List of ITAAC Findings In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.5.02.08b.i (Reference 2) and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.5.02.08b.i was performed for VEGP Unit 4 and that the prescribed acceptance criteria are met.

Systems, structures, and components verified as part of the ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
