Changes to Tier 2* Departure Evaluation Process (LAR-17-037S5)

Ladies and Gentlemen:

Pursuant to 10 CFR 52.98(c) and in accordance with 10 CFR 50.90, Southern Nuclear Operating Company (SNC) requested an amendment to the combined licenses (COLs) for Vogtle Electric Generating Plant (VEGP) Units 3 and 4 (License Numbers NPF-91 and NPF-92, respectively) by SNC letter ND-17-1726, dated December 21, 2017 [ADAMS Accession Number ML17355A416],

to apply the existing departure evaluation process for Tier 2 departures to the evaluation of certain Tier 2* departures. This license amendment request (LAR)17-037 was supplemented by SNC letters ND-18-0417 (LAR-17-037S1), dated April 6, 2018 [ML18096B328], ND-18-0608 (LAR-17-037S2), dated May 11, 2018 [ML18131A263], ND-18-0646 (LAR-17-037S3), dated June 18, 2018 [ML18169A431], and ND-18-1006 (LAR-17-037S4), dated August 3, 2018

[ML18215A461]. By letter ND-17-1726, SNC also requested an exemption from certain change requirements in 10 CFR Part 52, Appendix D, consistent with the requested license amendment.

SNC letter ND-17-1726 included eight enclosures, identified as Enclosures 1 through 8. provided a reviewers aid to demonstrate the application of the Tier 2* departure evaluation process proposed by LAR-17-037 to a previously proposed change to Tier 2* material.

Enclosures 1 through 8 were updated and re-issued as Enclosures 1U through 8U to SNC letter ND-18-1006 to incorporate changes that were required by the supplemental information provided in Supplements 2 through 4 of LAR-17-037. It was subsequently identified that the information provided in Enclosure 6U is duplicative of the more detailed change description and justification provided in the updated LAR in Enclosure 1U and elsewhere in LAR-17-037, as supplemented, and accordingly, this reviewers aid should not be considered in the review of this licensing request. Therefore, this supplement to LAR-17-037 removes the information provided as ND 1006, Enclosure 6U, Updated Reviewers Aid: Tier 2* Departure Example Not Requiring Prior NRC Approval. It is SNCs understanding that the removal of this reviewers aid will not impact the NRC staffs review of the technical and regulatory content of LAR-17-037, as this information was only provided to facilitate the staffs understanding of the process proposed by the LAR.

The information provided in this LAR supplement does not impact the scope, technical content, or conclusions of the Significant Hazards Consideration Determination or the Environmental Considerations of the original LAR-17-037 provided in Enclosure 1 of SNC letter ND-17-1726.
