Dear Stephen Subosits:
The U.S. Nuclear Regulatory Commission (NRC) staff has received your submittal dated February 3, 2026 (Agencywide Documents Access and Management System (ADAMS)
Number ML26034C142), requesting an extension to the exemption associated with the disposal of specified Westinghouse Columbia Fuel Fabrication Facility waste.
We have completed our acceptance review of your submittal and have identified no administrative omissions or deficiencies that would prevent us from proceeding with a detailed review. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2026-LLA-0025. Please reference this EPID number and Docket Number 70-1151 in any future correspondence associated with this request.
Based on our preliminary evaluation and projection of current review schedules, we anticipate completing our formal review by June 2026. This schedule includes the issuance, if needed, of a request for additional information (RAI) by April 2026. The NRC staff estimates that completing the review of your submittal will require approximately 40 staff hours, which corresponds to about $12,720.00 ($318.00/hour) and aligns with historical averages for this type of licensing review. We will promptly communicate any significant schedule or cost changes.
The schedule is also based, in part, on Westinghouse Electric Company, LLC (Westinghouse) providing RAI responses within 30 days of receiving draft RAIs, unless another date is agreed upon, RAI responses resolving issues with limited need for follow-up RAIs, clarification calls and audits being scheduled and conducted promptly, and any additional supporting non-docketed information being provided timely. To achieve this schedule, the NRC staff intends to engage Westinghouse frequently to resolve open items and address emerging technical and regulatory issues. Not meeting these assumptions, including the information requests above, could result in changes to the review schedule. The NRC requests that Westinghouse inform us in writing, as early as possible, should potential delays arise in its support of the schedule.
Should the review experience a delay for other reasons, the NRC staff will endeavor to make up the time within the schedule.
In accordance with Title 10 of the Code of Federal Regulations Section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available
